Gimp has a library backend, however I've never coded with it. http://developer.gimp.org/api/2.0/libgimp/index.html Looks fruitful, of course, if you don't want an ".xcf" (native gimp) file, you could export a different format, and perhaps wouldn't have to pull in libgimp to do the graphics.
