The wiki page on the limitations of the gEDA tools said the maximum number of layers is 8. I just changed that to 17 which is the current default maximum number. http://geda.seul.org/wiki/geda:usage#what_limitations_exist_for_the_geda_tools
I seem to recall, that the number of layers can be increased arbitrarily if a recompile is allowed.
