Methinks, gedasymbols.org is a good start. With a few additional features and a bunch of user contribution it may develop into the kind of resource you envisage: Imagine, users were allowed to "sign" specific symbols of other authors as "tested". This would introduce some kind of peer review. On a different track, there might be several sets of design rules on the site.
