OK - Erik Winn who seems to be handling support at BatchPCB sent me this link to a spec for the drill file: http://www.excellon.com/manuals/program.htm with the comment -------- there are _not_ trailing zeros _omitted_ in the coordinates - this will cause problems with many softwares as it makes the decimal point placement ambiguous. The line that says "INCH,TZ" should say just "INCH".
