I haven't looked in the library, but this part should be there. Instead of looking for a TQFP, look for a QFP or a PQFP. This is an old footprint and should be very common.
If all else fails, you can download a footprint dimension library from PCB Libraries at http://www.pcblibraries.com/. The footprint you need looks to be the QFP65P1600X2200X160-100L. This does not match the height of your part, 1.6 mm vs. 1.4 mm. But otherwise has the same dimensions.
