I'd probably disagree with requiring a virtual layer for every different line-size you need in a design, however your suggestion of some means to switch route styles whilst switching layers sounds useful. What about having each layer remember what route-style you were using last? This said, when I'm routing 2 layer boards, I often flick between solder / component layers, and wouldn't want the route style to change when I do so. (Some packages have a concept of "layer pairs". Might be useful in this instance, might not?) What about some short-cut buttons which switch route-style _and_ layer?
