I presume by reinstalled, you mean that you re-installed the debian package, not installed from source. (The source packages stick their config in $PRFIX/share/gEDA/) Try "dpkg-reconfigure libgeda-common" or "apt-get install --reinstall libgeda-common" I'm not 100% sure of the correct magic, but "libgeda-common" is the package which ought to own the system-gafrc.
