If water soluble is what the NWS means, yes, because water soluble has more agressive flux that is not supposed to be left there like no-clean can be. Use 140 deg F or hotter water -- hotter than most tap water temps. A tea kettle of boiled water is an easy way for hobby use methods.... Unless it has already dried on, then work up some way to squirt hot hot water to get it off.
