Anthony, Your router is looking great. Even without the vias it's really doing well, you must have spent some deep thought on making heuristics to decide what to do in jams!
As is, we could put in a trace to a via and re rerun and it will use the pre placed via as a starting point on the other layer, or would it be best to also put a stub of a trace on the desired layer to complete am missing route?
