I have tried starting another pcb and starting a new pcb within
   running pcb.  In both cases the library window only opens only when
   you try to open it.  I realize the proper fix is to change
   librarychanged() to not happen unless the library really changes, not
   when its being loaded, but that is much more complicated and may
   create bugs.  This way is simple and has a low potential for bugs.
