Answer should be contained in mailing list archive or gEDA wiki. For outline: Use an unused layer (not in the component or solder layer group), name it outline and draw a frame with lines. 10mil thickness was suggested in this list long time ago (when I asked a similar question) but I think thickness is not too important.
