The think about route styles and layers, is that the names change. The @thing is so that PCB can update the menus with the right names (and numbers of layers, and colors in lesstif).
You can either hack the sources to include the key binding in that list, or add a second set of entries in the "key bindings" menu, which is for bindings not associated with a "regular" menu entry.
