pcb itself can be used to create and edit footprints. See my footprints at http://www.gedasymbols.org/user/kai_martin_knaak/ They were done with the pcb GUI. An exception is the ATXMEGE_TQFP100. It was created with BuildFootprint.jar by Geoffrey Creede.
