Since, no one else has stepped up I volunteer to start putting together a comprehensive users manual for pcb and gaf and publish it under the equivelent GPL for documentation.
If you're talking about the GFDL, you might want to check out some of the arguments that the Debian legal team has against it.
Ideally, you want the documentation to be distributable under a license that is the same as the code, and the GFDL doesn't seem to pass all of the Debian "free" tests.
