I have built a number of non-rectangular boards. I size the board to be
a rectangle then on the component side silk screen I draw an outline of
the board. In my fab notes I tell the board shop to cut the board to the
silk screen outline.

be incorporated into PCB.
For example it could be possible to pan a bit (10%?) out of the PCB area, and
