Qt is a C++ library supplying a C++ API. PCB as well as gschem and co are written in C.
Quite frankly, I've progammed with gtk for a couple of years and it's a real pain in the a$$ if your writing for multiple platforms (Operating systems).
AFAIK gschen rund fine on windows.
