Yeah, that's a bug in the install script - it assumes that the static pages plugin has been installed. This has actually been fixed in CVS but didn't make it into 1.3.9sr1 ... <http://cvs.geeklog.net/diff.php/geeklog-1.3/public_html/admin/install/ install.php?ws=0&r1=1.61&r2=1.62> describes the fix.
