If you aren't editing then the tool might be better described as a mask, or masking tool. Part of the usage you describe could potentially be allowed as part of panning or zooming functionality. Rephrasing what you are asking for or perhaps finding a visual way to describe it or provding an example from another program might encourage the developers.
