The only point in the GUI where I could imagine a config for this would be what is now the keyboard-tab in the preferences if it was a general shortcuts tab (including mouse) instead. Of course there's also the behavior-tab>navigation, but I think that would be really too much configurability. (Even though I have to say I'm quite happy to switch off mouse wheel image browsing as this is also quite a nuisance when using a touchpad.)
