This is only works if your mental model sees this as two distinct steps. Taking this to the extreme, I could probably break this process down into even more arbitrary steps, and argue that the user should be forced to step through them all manually using various menu options. I have never personally wanted to alter the "viewed" rotation of an image, without also wanting to rotate the actual pixels in the corresponding file. So while I accept that there may be other ways of thinking about this, for me, the current process is forcing me to artificially separate this action into two component actions, and is therefor confusing for me.
