http://standards.freedesktop.org/icon-theme-spec/icon-theme-spec-latest.html#install_icons
so, 48x48 (and optionally an SVG) is recommended there.

Typical sizes have been Large 48x48, Medium 32x32 (Windows 9x), Small 22x22
(GNOME Small 24x24), Extra Small 16x16. One can find also Extra Large
256x256 (e.g. the max size of icons in Windows 7/Vista) and 512x512 for
some Apple platforms.

This is on a rather default Fedora 15 GNOME 3 install:

$ find /usr/share/icons/hicolor/256x256/apps|wc -l
24
$ find /usr/share/icons/hicolor/48x48/apps|wc -l
105
$ find /usr/share/icons/hicolor/16x16/apps|wc -l
115

$ find /usr/share/icons/hicolor/22x22/apps|wc -l
172
$ find /usr/share/icons/hicolor/24x24/apps|wc -l
68
