Once upon a time, Aceh was known for its traders. It was them who got Indonesia their first civilian airliner DC3, which later became the first aircraft of the newly launched national airline Garuda Indonesian Airways (later rebranded as Garuda Indonesia). A lot has changed since then. Acehnese insisted on an autonomy president Soekarno refused to grant. This led to the formation of separatist Free Aceh Movement (Gerakan Aceh Merdeka, GAM) and a long term instability in the region. Most of the raw material such as oil was extracted by foreign entities such as Exonn Mobil and the revenues were sent to the central government budget. Finally, in 2001, the Indonesian government granted Aceh the autonomy and allowed the local authorities to manage the provincial FDIs. Shariah law was introduced a few years later and the province was ravaged by a tsunami that caused death of about 170 000 people and created a damage worth about USD 7.7 billion. For a province that had a little more than 4 million people, this was a significant damage. However, the provincial government decided that enforcement of Shariah law was more important than anything else, including the reconstruction. While other Indonesian provinces, including Bengkulu, were focused on how to attract investments and speed up development, Aceh thought that Shariah law that was supposed to show how different the province is from other parts of Indonesia should be the priority. Once a proud region through which Islam entered other regions of Indonesia, today Aceh has successfully positioned itself as a Freakland that is best avoided. It leaves the impression of a place ruled by sadists who enjoy caning and humiliating people in public. Now they’re considering to introduce decapitating as a punishment for murder. One never knows when the Aceh authorities will decide that you broke an Islamic law and that you should be caned or killed in public. No traveler or businessperson wants to risk ending up in this kind of situation. That is why Aceh has become a tourist and business black hole in Indonesia - that it's a place one (Indonesians and foreigners) should avoid at any cost. Even people who were fighting for the wider autonomy of Aceh are in shock by what the province has turned into. Now the Aceh authorities have decided that caning will be conducted indoor instead of outdoor, but the people will still have a chance to go and watch. The reasoning? This has scared the tourists away, so the authorities apparently believe that moving this primitive practice indoor will somehow make tourists think that Aceh is a place worth visiting, but I highly doubt it. This business avoidance has severely impacted the provincial economy, especially the sectors dependent on tourism, such as hospitality businesses (hotels and restaurants), transportation companies and travel agencies.
