I found one bug.  On python files that have a #! line, if I added a
new copyright (because none existed), the copyright was added before
the #! line and not after.  I think I've fixed this.

paragraphs and the authors and sometimes between the first line and the main
paragraphs.

Ok, I'll try to see if I understand why.  Can you give me a concrete
example of where this happens?
