Joel,
If I'm not mistaken, the Makefile to generate the tsb_osfpal is still
available in the Alpha Full system files on the download page (
http://gem5.org/Download). You just need the alpha cross compiler to
generate it  after you download.

But maybe the alpha files should be modified, rezipped and reposted so that
it automatically includes the tsb_osfpal.
