It doesn't necessarily depend on Ubuntu; it depends on having all the libraries that Java depends on installed. It's easier to do with Ubuntu (you can just apt-get all the packages). However, if you have an x86 image with a suitable version of Linux you should be able to manually install all dependencies for Java. This will be time consuming since you will likely have to build many of the libraries if you don't have a disk image with a distro that has pre-built libraries available, but it is doable.
