Thank you for all of these replies about "unable to open a initial console",
I fixed this problem by creating the /dev/console, It's the problem of not
creating device.

But now when the gentoo begin to load, I got another problem

/dev/ROOT:

is corrupt, and you might try running e2fsck with an alternate superblock:
    e2fsck -b 8193 <device>
