Hi,
I tried to install using cygwin under WinXP a year or so ago. I ran into
problems with SCons. Since I had the 'luxury' of linux installed on one
partition, I stopped exploring cygwin. The installation was very smooth
under linux. Maybe the current versions of cygwin (or something similar)
will alleviate the problem. Worth exploring if *nix is not an option.
