Summary: This draft is basically ready for publication, but has one
aspect that still concerns me a little.
All of the points in my earlier review have been addressed to my
satisfaction, except for the qustion of reuse of code points. From my
experience, code point reuse is a recipe for interoperability problems
in the future. However, if the authors and the WG feel strongly about
this, it's probably not worth pursuing further. I just note my
concern for the record.
