Summary:

This draft is basically ready for publication, but has a nit that I
think should be fixed before publication.

Comments:

Section 3 structures the components of convergence time and stresses the
importance that all of these components be considered by a convergence
test.  I was wondering how fine-grained a convergence test's
measurements should be:  Should the test simply measure the sum of all
components, or should it in addition provide the duration of each
component separately?  Would the 2nd option provide any added value over
the first in practice?  I think it would make sense to add a brief
assessment about this to section 3.
