I've always felt that the only solution to this issue is a proper system for 
uploading reviews
(all reviews: secdir reviews, gen-art reviews, AD reviews...) to a reliable 
database. These
days, that would really mean integration with the tracker, so that
https://datatracker.ietf.org/doc/draft-doria-genart-experience/
would give you a tab where all reviews, and responses, could be uploaded and 
retrieved.

This has never seemed to get to the top of the tools list.
