Reading between the lines, I would guess that means before October 27, 23:59 PM UTC (just type "time UTC" into Google). https://en.wikipedia.org/wiki/Wikipedia:Arbitration_Committee_Elections_December_2015#Timeline You have until Saturday (Halloween) night to complete the second requirement: "...at least 150 mainspace edits before 1 November 2015". What is a "mainspace edit"? I never did understand the "space" thing, but if it helps any, WP:MAINSPACE redirects to "WP:What is an article?" If anyone is looking for a quick way to get in 150 edits, you might try a little gnoming with the Visual Editor--it has some new functionality with repairing and wikifying links.
