Dear Derrick, apologies for the delay in getting back to you. The list of countries where the Wikimedia Foundation (a nonprofit organization headquartered in San Francisco, United States) can hire is the list of countries where the organization has employees currently and, therefore, a contract with a local employer of record (EOR) -- which is a third-party organization that acts a full legal employer and assumes all employer-related responsibilities and tasks on behalf of WMF in each country.
I've asked internally if there is further information available on the decision behind the countries' selection. I'll keep you posted if I hear anything.
