Log:
Enable better potential website mirrors.
Use relative URIs with absolute paths, rather than absolute URLs, to link
to xml projects.
Not sure what to do about the many absolute URLs for
http://xml.apache.org/dist/* and http://xml.apache.org/websrc/cvsweb.cgi/*
