What is a good bit rate for a dial up user?

Would it make any difference between a shoutcast or a WMA?

Due to our programming we have many dial up listeners.  Some folks way out
in the country only end up being able to handle about 30KBPS.  We run our
dial up stream at 22 kbps on wma and listeners claim good results with no
buffering and good sound quality.
