Cox in Baton Rouge is definitely filtering packets and they are using a
program called Sandvine to do it.  Several of the COX technicians in my area
are daily listeners to my station and have told me this.

You are right, just streaming the audio would not be a problem with Cox
residential service but Cox blocked my MySQL service and so at the time, my
external website could not connect to my local SAM box.  Thus my website
could not function.  That's how they blocked me from using their service.
In addition I needed to run a FTP server for my DJ's to upload custom shows
that I air.  They blocked FTP access as well.  Of course they also blocked
some other miscellaneous ports such as the typical port 80 etc.  Blocking
the FTP port was a second reason I could not use the residential service.

Cox Residential service in my area most certainly did at that time block
several services.

I now have the home office account and it works great.  To help counter the
added cost, I now host my own websites as well.  It makes it much easier for
me to have it all local.

I used Cox Cable for 4 years to broadcast 4 different streams simultaneously
with NO problem.  At that time Cox Cable only provided 3 gigabytes download
and 512 mb upload.  The streams I was sending were two 64kbps and two
32kbps.

Before Cox Cable sold the Lubbock  customers and equipment to Suddenlink,
they upgraded to digital service and I have had 812mb/gigabytes service,
even though I stream from remote servers on 1.FM Network.  I'm no longer
broadcasting on Live365 as a X5000/PRO broadcaster.

Sounds like Thomas got his problem with requests fixed by using Bill Burns' 
suggested list of ip ports.  So, what the ISP tech told him was apparently
true.

The only blocking I'm aware of by most providers is certain "known" servers
sending great quantities of SPAM .

Paying for a business connection is NOT necessary, since most streams are
easily accommodated at "home" service speeds by broadband and DSL plans that
are 2gigabyte/384mb or higher.  I suspect there might still be some "dinky
little cable companies" that offer much slower speeds and are not wanting to
allow large amounts of bandwidth consumption, but Cox Cable and similar
companies don't have any problem with 24/7 upstreaming to LoudCity, Live365
and other stream hosting companies, because they are really the ones
providing the bandwidth to your listeners.
