You can't vote for Ximian bugs. Ximian is a company, not a community. They have their own preferences. I was talking to Owen Taylor (Pango's maintainer) on the exact same subject a little while ago on IRC. He told me that the developers of GtkHtml3 are very nice people, but they probably think it's a huge job to support bidi (while it isn't: they're just not using Pango properly).
