I am very much in favour of point 4.1.2 there aren't really that much ppl working on translating OSS to Arabic so having a monopoly till the user base grows-up is very useful. I think in the future we have to give-up that monopoly which would be the right way to go. But fo now I am in favour of a monopoly to not split up that translation efforts whichare weak anyway...
