You might want to give more information here. For example, I run a Samba server at our office and we do about 95% of our work in Arabic. Windows clients can read/write Arabic filenames just fine on the Samba share. I used to run Samba 3 and downgraded to 2.2.x (reasons unrelated to Samba itself) and Windows clients still have no issues with Arabic filenames.
