This is easy. all you need is:
1. open a terminal and be root 2. #dpkg-reconfigure locales 3. choose the arabic utf-8 one or ones (there are many) 4. choose ok. 5. the locale will be generated for ya 6. log out and log back in using GDM 7. make sure you choose the language 8. log into GNOME with Arabic interface
