winzip 9 does work on tar balls. I am sure of it since I untar some unix tar balls on windows sometimes
If you want to stay with windows (not always possible to change right now), you can use 7-zip which is open source and work with tar, bz2, gz,... you'll find it on www.7-zip.org and you can use the same tool on windows and Linux.
