I'm not a fan of replicating work. With regard to this topic, the
translation of Xoops' strings is already done in CP-1256. I think
we need to either contact the authors and/or do a UTF-8 version
ourselves (their work is GPL after all anyways irrespective of what
they say).
To repeat, we really need to drive this point to the CMS developers
(if you are going to include Arabic support do it under the UTF-8
banner and NOT CP-1256 - the default encoding for Arabic should be
UTF-8 in all CMSs).
