Salam again, I just tried to open an HTML file, save by Mozilla, that contains an Arabic page (Aljazeera.net). It seems like OOo can render the words correctly, except that as you can see in the screenshot[1], the title and window icon don't display Arabic correctly. Could it be an encoding problem?
