Hi Gregg,
I believe that for historical reasons relating to ISO encoding Arabic keymaps use Latin punctuation marks such as period and comma. See http://pango.org/arabic.xkb for example This is not a bug. Same in other RTL languages.

It's still a bug. An Arabic keyboard should never produce Latin characters (excepting those that work in both scripts, like parens.)
