ISO 8859-6 is a character encoding, not a glyph encoding. Lam-ALif is not a character but a glyph ligature to be produced by the rendering software. IIRC there also is no Lam-Alif in UTF-8, for the same reason. It MAY be present with the Arabic Presentation Forms; cannot presently check that.
