Move Jakarta Taglibs to the Attic

Opening this after the fact to record changes made, all mostly by bayard.
* We moved three of the more active Taglibs to the Tomcat project -- Standard,
RDC, Extended. The rest were retired.
* taglibs-dev list was closed (as part of the Jakarta dev lists merge).
taglibs-user list was moved to the Tomcat project.
* SVN has been made read only.
* Old Jakarta site now redirects to new site at Tomcat.
* Attic page created: http://attic.apache.org/projects/jakarta-taglibs.html
* Bugzilla has been pointed to tomcat dev.
