From the August 18, 2010 board meeting:
D. Terminate the Apache WSIF Project WHEREAS, the Board of Directors
deems it no longer in the best interest of the Foundation to continue
the Apache WSIF subproject of the Web Services PMC due to inactivity
NOW, THEREFORE, BE IT RESOLVED, that the Apache WSIF subproject is
hereby terminated; and be it further RESOLVED, that the Attic PMC be
and hereby is tasked with oversight over the software developed by the
Apache WSIF subproject This resolution is unnecessary and was not
voted. The board does not involve itself in sub-projects. The Web
Services PMC can deal directly with the Attic on this matter.
The DB PMC can and should deal directly with the Attic and not involve
the board.

It is a bit unclear to me if an approved board resolution is
required to move the subproject to the Attic, or if that is only the
case when the governing PMC is terminated.
If we need a board resolution, is there a template for retiring a
subproject where the PMC continues to exist to govern the remaining
subprojects and the top-level project itself?
