Skipping informing users, no activity on user list for more than a year.
Skipping announce@apache. Taken too long to move this to the Attic.
Commit made for moving svn to read-only apart from Attic PMC. Awaiting Infra
merging.
Also made a commit for the commit mails to go to the Attic (had missed this
earlier).
Once merged, this issue can hopefully be resolved.
