Summary: Update website re: read-only user mailing lists

Many pages say that the user mailing lists are read-only. This needs to be
updated as many are probably closed down.
Best method is probably:
1) Identify list saying read-only
2) Open Infra ticket to confirm that each list is now shut down
3) Update Attic site
