It’s not obvious to me how to make a red banner show up in search results. 
There doesn’t seem to be much html on the search result page.

Rather than trying to do this, I’d suggest changing the text of all projects in 
the Attic to make it clear that they are not currently being developed.

Perhaps some standard first paragraph like

Apache Continuum has been retired. For more information, please explore the 
Apache Attic http://attic.apache.org

The re-indexer should pick up this as the summary for the project.
