http://attic.apache.org/process.html is all there is.
Some of the items make huge assumptions (like, you know where committee-info.txt is, how to update the Attic site etc), while others do go into more detail. Or some have more detail. Maybe one. Okay - they're probably all shoddy :) If you could send questions to the list before you educate yourself too much, that might be the best way to drive us to then update the docs?
